LETTER OF INSTRUCTION











1.         On behalf of the Southwest High School NJROTC Unit, I cordially invite you to
participate in the Twenty-Fifth Annual Sea Dragon Classic (SDC), which will be held on
December 5TH, 2009.  This Letter of Instruction (LOI) includes several significant changes this
year so please read it carefully. The Sea Dragon Classic consists of eight events, which are
equally weighted for the overall meet championship. All teams entered are eligible for event
awards.  SDC AWARDS are as follows:

2.            The areas of competition will include Color Guard (Male, Female and Open), Drill
Teams (armed and unarmed),
.177 caliber air rifle (separate “Sporter” and “Precision”
Divisions)
, and Physical Fitness teams.   Overall points in each category will be used in
awarding of the “Championship” trophy, with the exception of the Rifle and Color Guard
categories.  In the Rifle and Color Guard categories, only the highest score of the three (3)  
Color Guard categories will be used for computation of “Total” meet points.



3.            Competition will begin at 0830.  Our facilities will open at 0730 to ensure that your
teams have adequate time to prepare themselves, if necessary.  Due to space and time
limitations each event will be limited to one entry per school per event except for Rifle Teams
(2 per division). For those schools who desire, additional entries may be scheduled as space
permits after the 1 November registration deadline.



4.            We ask that at least one instructor from each visiting school check-in at the
Command Center upon your arrival.  This will allow us to provide you better service.  You will
also receive your entry packet and be escorted to your dressing room at that time.



5.            Color Guards will compete in three classes: Male, Female and Open. Entries will be
limited to one team per class (Male, all male members, Female, all female members, Open,
must include a minimum of one male and one female.  Must be of mixed membership). Each
class will consist of two phases:

Phase I: Personnel and uniform inspection -- Inspectors will be active duty military from all
services or Midshipman personnel from the University of Texas.

Phase II: Regulation drill -- drill will require a move sequence in accordance with the enclosure
provided.

6.            The rifle competition will be a .177-caliber air rifle, postal. Each team will be made up
of four Cadets. Teams will compete in prone, kneeling, and standing positions.  Trophies will
be awarded to the top three teams in each category; however,
rifle team scores will not be
added to the overall team score in order to provide equal opportunity for all services to
compete for the overall Sea Dragon Classic trophy.

7.            Drill competition will be in two classes: Armed and Unarmed. Each will consist of
three (3) phases: inspection, regulation drill (drill sequence enclosed), and exhibition (time 6-8
min).

8.            Physical Fitness Teams will compete in a group one half mile run. Each team will
consist of four female and four male cadets. Trophies will be awarded to the top three teams.
Local schools, be prepared to compete during the evenings of the week of the competition if
necessary to meet scheduling requirements.

9.            Knock-out drill – since the awards ceremony has been eliminated, there will be no
knockout drill competition. However, those Cadets desiring to compete as individuals may
enter the Individual Drill Routine (IDR) category.

10.        Tandem and IDR (Armed and Unarmed ) -- Entry fee of $10.00 per team. There is no
limit on the number of entries. Scores will not be included in overall competition. Entries will be
accepted during the competition on a first come first served basis. Routines will be 2-3
minutes in duration.
Tandem and IDR are “pay as you go”, and will be paid at the entry table
only.  Please do not pay for Tandem or IDR with your registration.

11.        There will be no awards ceremony.  Results will be emailed to participants as soon as
practicable after the meet.  Trophies and medals will be delivered to the winning schools
outside the local area.

12.        We will require a count of actual “first time” Sea Dragon competitors attending when
you check in at the Command Center in order to provide SDC ribbons. A standard ribbon has
been procured and will be issued to instructors for presentation to all participants.
Subsequent awards will be indicated with a Bronze Star for each subsequent year of
participation. Please provide information on number of Cadets needing ribbons and number
needing a Bronze Star.

13.        Scheduling/Entries-Visit our Web Site at  www.seadragonclassic.net  to view the
Scheduling Matrix and/or retrieve duplicate copies of this LOI and SOP. Please complete the
the attached Entry Form and return it to Southwest High School.  Your entries will not be
considered reserved until payment has been received. Entries will be entered on the matrix
for all to see.  Times will be assigned on a first paid, first assigned basis. Registered Schools
may enter additional Teams as space permits after 1 Nov by e-mail to filsalinas@sbcglobal.net.

COLOR GUARD

1.      The color guard competition will consist of two (2) phases to include each of the
following.


Phase I: Personal and uniform inspection - inspecting officers will be active duty Army, Navy,
Air Force and Marine Corps personnel.


Phase II: Regulation drill - the drill portion will consist of the performance of the 34-move
sequence provided to your unit.


2.      All color guard will compete in one of three (3) categories male, female, and open
classes.  All Color Guard teams will be judged and scored in the category in which they
compete.



3.      Each color guard will consist of four (4) members to include a national color bearer,
organizational color bearer, and two (2) rifle bearers.


4.      In the Inspection Phase (Phase I) the team’s uniforms will be inspected and will be
graded on correctness of the uniform and how cadets present themselves (military bearing).
They may also be asked questions pertaining to their responsibilities as a color guard member
and military chain of command of their respective branch of service.


5.      From inspection the color guard will move to regulation drill (phase II). They will present
arms and then report in to the inspecting officer by saying," sir/ma'am, the color guard from
(high school name) is present and prepared for the drill phase. We will perform in accordance
with (service manual)" the inspecting officer will tell them to carry on. They will then execute
the remainder of the regulation sequence in order. To report out, the color guard commander
will say, "Sir/ma'am the color guard from (high school name) has completed regulation drill."
The inspecting officer will then tell them to carry on, and they will march off the drill field.


6.      Each color guard commander will be given an evaluation based on voice, reporting,
bearing, appearance, team control, and boundary during the drill phase.


7.   The color guard drill area will be
approximately 100 ft.x 70 ft. this area is subject to
change in the event of foul weather, or as determined by the Senior Naval Science Instructor.


The scoring will be as follows:


1.      The inspection of each member will be graded on a 25-point system with two (2) points
deducted for each uniform, equipment discrepancy, or a wrongly answered question.

2.   The drill phase will be graded on a zero (0) to five (5) -point scales for each of the
commands. The Commander's evaluation will also be graded on a zero (0) to five (5) scales.
These scores will be added for a possible 200 points.



COLOR GUARD SEQUENCE












GENERAL INFORMATION





INSPECTION PHASE                                            

Teams shall report no less than ten minutes before their scheduled time for inspection. This
requirement is established to ensure a continuous flow for the competition. Failure to adhere
to this requirement results in a ten (10)-point reduction for each minute that the team is late.
If the competition is running late, ensure proper sequencing continues as each team is
"locked on" to the order of performance and shall not get out of sequence.



SPECIFIC INSTRUCTIONS



1.   When instructed to proceed to the inspection area, the team commander will march the
team in and center him/herself and the team on the senior inspector, with the team and
commander at "present arms" while the team commander reports in by stating "sir, the name
of team from name of school is present for inspection. Our team will perform in accordance
with respective service manual."


2.  After receiving the report, the senior inspector will command, "prepare your team for
inspection". The team commander will then prepare his/her team for inspection in accordance
with their respective service manual.



3.  During inspection, senior and assistant inspectors may, at their discretion, take individual
weapons and inspect them. Cadets must perform inspection arms with their particular
weapon as prescribed by the service manual, and the manual for their particular weapon.
Teams armed with weapons that have non-operational bolts will simulate inspection arms in
accordance with their manual and the manual for the weapon.



4.  Questions may be asked by the inspector pertaining to the weapon (nomenclature,
characteristics, general data, and functioning) and chain of command to the respective
service. Other questions may be asked as deemed necessary to evaluate correctness and
uniformity of response among cadets. A maximum of four (4) questions may be asked of each
cadet in formation.



5.  Haircuts will be judged on conformity with respective service regulations and uniformity
within the team.



6.  Uniforms and equipment (i.e.: cartridge belts, holsters, scabbard, etc) will be inspected for
cleanliness, appearance, and serviceability. The inspector will look for worn, torn, frayed, dirty
and ill-fitting (too tight or too loose) uniforms. Boots and shoelaces will be inspected for worn
heels, soles, shine and laces.



7.  The wearing of ribbons, badges, devices, patches, and officer and enlisted rank insignia
and chevrons will not jeopardize the team uniformity and will be considered positively in the
inspection.



8.  Upon completion of the inspection, the senior inspector may make appropriate comments
regarding the inspection to the team commander and instruct him/her to close ranks and
move the team to the staging area for regulation drill.



9.  Movements required by the team for the preparation and termination of the inspection
formation such as opening and closing ranks and aligning the unit are a part of the inspection
and will be graded in accordance with each respective service manual.



10.  Active duty naval personnel will do the grading.




ARMED/UNARMED GENERAL INFORMATION

The competition will consist of three (3) phases: inspection, regulation (basic), and exhibition
(fancy) drill. Teams entering this portion of the meet may be armed or unarmed. The
composition of the teams may be male, female, or mixed. Teams entered as armed must stay
armed for the three (3) phases of the competition. There is no maximum number of cadets, for
the entire three (3) phases; however, the minimum remains 9 and 1.  Grading for the
inspection and regulation drill phases of the competition will be conducted in accordance with
the following manuals:

***NOTE***

The team commander must specify the service manual they will be operating under for the
inspection and regulation drill phases of the competition. Teams that do not declare a service
manual will be judged by MCO P5060.20—MARINE CORPS DRILL AND CEREMONIES


1.The order of the performance schedule will be strictly enforced as published.

2. Only the following uniform or equipment changes will be permitted between phases:

a)      The taping of hinged shoulder rest on the M-14

rifles for safety reasons.

b)      The wearing of gloves (treated and cleaned with

water only) for safety reasons prior to exhibition drill

performance for teams that are wearing gloves.

3.  The use of bayonets, blank ammunition, and/or pyrotechnics of any kind will be strictly
prohibited during the competition.

4.  The decision of the judges is final concerning any rule, violation / infraction, and points
awarded, instructors, coaches, or team members shall not discuss grading with the judges at
any time during the meet.

5.  Instructors may confer with their teams between phases. A penalty of 25 points will be
assessed for violations, once a team is considered "locked on" the sequence of performance.

6.  Teams that are armed with a weapon that has been or is in current service by any one of
the branches (i.e. the '03, 03 MK-V, M-l, or the M-14) will be considered armed and shall
compete in the armed category whether the team is male, female, or mixed

7.  The drill area will be approximately 150' x 150' except for the armed exhibition area which
will be approximately 100' x 160'. In the event of inclement weather, the competition will
move indoors in accordance with the inclement weather plan.



REGULATION DRILL PHASE


GENERAL INFORMATION


Regulation drill is platoon drill with the formation containing a minimum of three (3) squads
and other attached members (platoon, guide/ platoon sergeants) as prescribed by each
respective service manual. No addition, deletion, or substitution of members, weapons,
uniform may be made between the inspection phase and regulation drill. Teams in violation of
this requirement will be disqualified from the regulation drill phase.



SPECIFIC INSTRUCTIONS PHASE


The following paragraphs contain specific instructions for the regulation drill phase.

1. When instructed to march the team onto the regulation drill area, the team commander will
march the team in and center him/herself and the team on the senior judge with the team
and commander at "present arms" and at normal interval. The team commander will report in
stating, "sir the name of the team from the name of high school is present for regulation drill.
We will perform in accordance with the service manual."

2. The movement of "present arms" is an integral part of the regulation drill phase and will be
graded as well as the "order arm" to terminate the drill after the report out.

3. After receiving the report, the senior judge will command, "proceed with the regulation
drill." at which time the team commander proceeds with the prescribed drill sequence for
armed or unarmed units. All movements shall be executed in the correct sequence and from
memory. The movements must be held for a minimum of eight (8) counts.

4. After completing the sequence, the team is required to end in the same position and center
on the senior judge. Any penalty shall be assigned only to the team commander score. The
team commander will salute and state, "sir the name of the team has/ have completed
regulation drill." the senior judge will return the courtesy and instruct the team commander to
proceed to the exhibition drill area.

Penalties:

1.      Five (5) points assessed for each piece of equipment dropped.  Hats (headgear is not
included).

2.    Five (5) points for each movement (static or marching) not held for eight

(8) counts to be deducted only from team Commander’s score

3.    Five (5) points penalty assessed for each item of unauthorized equipment or

additional members to the drill sequence.

5.      Two (2) points for each team member who violates the prescribed area bounds.

                       ***NOTE***

Omission of a required maneuver sacrifices all of the five (5) points available per field judge. In
the event of bad weather the drill meet will be held inside the high school building. The eight
(8) -count requirements will be waived.

EXHIBITION DRILL PHASE



GENERAL INFORMATION

Exhibition drill is a derivative of regulation (close order) drill. It is that which displays the
imagination and resourcefulness of the team leaders and members. It exemplifies the spirit,
pride, and dedication to excellence that is necessary to be successful and is a manifestation of
team unity and teamwork that results from hours on the practice field. The team will be
judged on:

Complexity of the drill

Originality of the drill

Precision of the rifle manual

Overall smoothness of the drill



Specific instructions

The following paragraphs contain specific instructions for the exhibition drill phase of the
competitive drill portion of the meet.

1. When instructed to march the team onto the exhibition drill area, the team commander will
march the team in and report to the senior judge by stating, "sir, the name of the team from
name of the school is present for exhibition drill, sir".

2. The team may use any fashionable manner of reporting in. The only requirement is the
team must be centered on the senior judge and the appropriate courtesy be rendered to the
judge (i.e.: hand salute, rifle salute, etc.) by the commander and the members of the team.

3. The time period for exhibition drill is a minimum of six (6) minutes and a maximum of eight
(8) minutes. there will be a deduction of two (2) points for each second over and under the
time limits. the use of available time beyond the minimum time will earn bonus points. five
points (5) for every thirty (30) seconds beyond the minimum time.

4. Time will begin at the termination of the report by the team commander and will terminate
at the beginning of the report ending the drill.

5. A penalty of five (5) points will be assessed for each piece of equipment dropped (excluding
headgear).

6. On the completion of exhibition, the team is not required to be centered on the senior
judge as when reporting in. the team commander is required to render proper courtesy to the
senior judge by stating, "sir the name of the team has completed exhibition drill."

7. The senior judge will make appropriate remarks if desired and instruct the team commander
to move his/her team out of the exhibition drill area.

8. Grading of exhibition drill phase will be conducted by active duty personnel.


TANDEM DRILL

Tandem drill gives the competitors a chance to show their creativity to the judges.  The fact
that tandem drill is a form of exhibition drill makes the evaluation very subjective.  There are,
however, a few times that it can be judged objectively.


1.      Time- each tandem drill entry will have specific time frame.  The time allowed is a
minimum of two minutes and a maximum of three minutes.  There will be a deduction of one
point per second over and under the limit.

2. Other areas of scoring will be:

Complexity of the drill

Originality of the drill

Military bearing of the team

Precision

Overall smoothness of the drill

Time frame



Tandems will be conducted in an
approximately 25-ft. x 50-ft. drill area.  The tandem drill is a
prepaid event and will be scheduled this year. However, entries will be accepted on the field
as time permits on a first-come, first-serve basis.









PHYSICAL FITNESS

THE PHYSICAL FITNESS COMPETITION IS DESIGNED AS A TEAM EVENT INVOLVING BOTH MALE
AND FEMALE PARITICIPANTS. THE TEAM SHALL CONSIST OF FOUR (4) MALE AND FOUR (4)
FEMALE CADETS. ALL AWARDS ARE TEAM AWARDS, AND INDIVIDUAL DATA WILL NOT BE
COLLECTED.

SIT-UPS





Starting Position

Sit-ups will begin with the cadet lying on the back with legs bent so that the top of the thigh
frame forms a 45-degree angle with the ground. Arms are crossed on the chest with hands on
the opposite shoulders.

Repetitions

(1.) Curl up and bend forward touching elbows to thighs. Hands must remain on the shoulders.

(2.) Return to the starting position on your back and repeat the exercise.

Rules

(1) Your hands must remain on the shoulders.

(2) Knees and feet may not at any time be spread further than the shoulders.

(3) Curl up touching elbows to thighs as shown in the illustration.

(4) Lie back touching shoulder blades to the deck, for a correct count.

*****Note*****

Feet will be held (below the ankle) by a Southwest NJROTC counter. Maximum time of
competition will be two minutes per team member.



PUSH-UPS









Starting Position

Extend your arms and place your hands, fingers pointing forward, on the ground just under
and slightly outside your shoulders. Extend your body so that it is perfectly straight. Weight is
supported on the hands and toes.

*** NOTE THIS IS THE SAME FOR BOTH MALE AND FEMALE***



REPETITIONS

(1) Keep your body tense and straight. Bend your elbows until the chest is two (2) inches
from the ground.

(2) Extend your arms to push your body back to its original position.



Rules

(1) Your body must be kept perfectly straight.

(2) Your buttocks must not be raised.

(3) Your stomach must not sag.

(4) Do not touch the ground with any part of your body except your hands and feet.

(5) One completed push-up is counted each time you return to the original position.

(6) Time limit for this exercise is two (2) minutes.


HALF MILE

The full team at one time will run the half-mile run in a massed start. Times will be recorded as
members pass the finish line without regard to gender. The run will require two (2) laps of the
track. Rubber soled shoes are required for the run.

Rules

(1) Your score is the elapsed time between the starter's signal and the instant you cross the
finish line.

(2) Record your time in seconds to the nearest 10th of a second.



              





Sea Dragon Classic Invitational .177 Air Rifle Postal Match


The NJROTC Unit at Southwest High School would like to welcome your unit to participate in
the .177 Air Rifle Postal Match. This year’s postal match will be governed by the NRA Position
Air Rifle Rules. This competition will consist of Sporter and Precision .177 pellet air rifle in three
positions, (Prone, Standing and Kneeling). Each unit may enter no more than two teams in
each division. Shooters may only compete in one division and team (i.e. Sporter or Precision).
Enclosed are match bulletin, score sheets, and entry forms. The entry form must be completed
and RETURNED NO LATER THAN 01 NOVEMBER.  Your match will fire at your convenience
between 01 OCTOBER AND 01 NOVEMBER. The match coordinator must receive fired targets
NO LATER THAN 15 NOVEMBER .  Results, in each division, should be posted by 20 November.





MATCH CONDUCT / RULES

OFFICIAL WITNESS: To be supervised and certified as having complied with all match rules by
JROTC Instructor or an adult representative designated by the Senior Instructor, on each
team score sheet.

COURSE: Ten (10) shots in each of 3 positions (prone, standing and kneeling). One target will
be used for each position. Total score for the three positions will count as the cadet’s
individual match score. Forty-five minutes is the maximum time allowed for the competition of
the match including the firing of sighting shots. The entire match must be fired before the
shooters leave the firing line. Coaching is not permitted during the conduct of match.


RANGE DISTANCE: 33 FEET FROM THE FIRING LINE TO THE TARGET FACE WHEN IT IS IN ITS
NORMAL POSITION.


TARGETS: Targets will be FURNISHED AND MAILED BY EACH PARTICIPATING UNIT. Targets will
be AR-5/10. Targets WILL NOT BE PLUGGED OR SCORED BY THE PARTICIPATING UNIT. Each
target must have the following information printed in the upper left-hand corner on the front.
Marksman’s Name, School, Team Designation i.e. (1, or 2,) and Position fired (prone, standing
and kneeling).


TEAMS: Four- (4) cadets formally enrolled in JROTC and considered by their respective school
as members of the JROTC program are eligible to compete. Each school may post no more
than two (2) teams in each DIVISION. No individual may compete on more than one team, or
enter more than one division of competition. INDIVIDUALS NOT PARTICIPATING AS A TEAM
MEMBER WILL NOT BE ALLOWED TO COMPETE.


EQUIPMENT: The rifle competition will consist of a standard 30-rounds, three-position match. A
.177 cal pellet air rifle with metallic sights will be used (no telescopic sights permitted).
Standard rifle jackets, gloves, shoes, mats, pads, sighting scopes and protective glasses are
permitted. The SPORTER Division is intended for the Daisy 853 or equivalent air rifle. The
PRECISION Division is open to any .177 cal pellet air rifle.

DIVISIONS:

1. SPORTER: Any .177 Air Rifles having a purchase price of $250.00 or less.         
2. PRECISION: Any .177 Air Rifles having a purchase price greater than $250.00.



AWARDS: First through third place trophies, will be awarded to teams in each division. First
through third place individual medals will be awarded in each division for Total and position
winners.


RESULTS: Match results will be published on the seadragonclassic.net website as soon as
possible after scoring and tabulation of results. GOOD LUCK….
